HA Restart VMs after Failure

Hi

In HA Deep Dive Duncan said in Restart Priorit and order  "Prioritization is done by each host and not globally"

I need some explanations regarding this point.

1- Restarting VM after failure is it consider VM power state , is it going to power-on VMs or not ?

2- HA Restart  is a local configuration not a global, in case I sett  Automatic strat up per each host , Is it going to effect HA restarting ?
