HA Admission Control - Power on a VM with no available slots??

Hi Everyone,

 

Is it possible that Admission control would allow a VM to be powered on when there are no slots available?  I am not talking about HA initiating a failover, but manually powering on a VM from the vSphere client..

 

My current lab settings are:

 

-vCSA 5.5

-5 x Testing VMs

-3 x ESXi 5.5 hosts with 2 CPUs and 4GB of RAM each.

- Admission Control Policy = Host Failures the cluster tolerates = 1

- Fixed CPU slot size = 2000 MHZ (yeah i know this is huge, but I am doing this to force one slot per ESX host since the "hidden Resources" RP from each ESXi host is providing 3800 MHZ only)

-So, 3 total slots, 2 used, 1 Failover, with 2 powered-on VMs.

 

It was my understanding that once you run out of slots, admission control should not allow you to MANUALLY power on new VMs. I might be doing something wrong but in my case I am able to power on 2 aditional VMs with 0 slots available. I am attaching some screenshots for reference.

 

Is there anything I might be missing?
